The regulator has approved a significant increase in gas transit tariffs multiple times.

The National Commission for State Regulation in the Sectors of Energy and Utilities (NKREKP) has approved a draft resolution to establish new tariffs for the transportation of natural gas for LLC "Gas Transmission System Operator of Ukraine" for the years 2025–2029.

The relevant decision was adopted by the regulator during a meeting.

The draft text indicates that the tariffs will be reviewed due to the conclusion of the current regulatory period. For the next period, it is proposed to set prices in euros, as trading in natural gas at European gas hubs is predominantly conducted in euros per MWh, and transportation of natural gas is mainly carried out by non-resident customers.

The calculation took into account the official exchange rate of the hryvnia against the euro set by the NBU on November 5, 2024, which is 45.14 UAH/euro.

According to calculations by the publication ExPro, the tariff for entry/exit to the Ukrainian gas transmission system for international points is planned to be increased twofold:

  • from €4.1/1,000 m³ to €10.3/1,000 m³ for most entry points into the Ukrainian gas transmission system;
  • from €7.6–8.6/1,000 m³ to €14.6–15.8/1,000 m³ for most exit points from the Ukrainian gas transmission system.

The tariffs do not include connection points on the border with Russia ("Sudja" and "Sokhranivka"), as there is no information on booked volumes for these points. Additionally, the tariffs take into account a scenario of no transit of Russian gas starting from the beginning of 2025.

If an agreement on the transit of Russian or Azerbaijani gas is reached, the tariffs may be revised, and additional tariffs for entry into the Ukrainian gas transmission system at the border with Russia may also be established.

It is also proposed to increase tariffs for entry/exit from the gas transmission system for internal points by more than four times:

  • from 101.93 UAH/1,000 m³ to 464.87 UAH/1,000 m³ for internal entry points into the gas transmission system;
  • from 124.16 UAH/1,000 m³ to 505.5 UAH/1,000 m³ for internal exit points from the gas transmission system.

The coefficients for capacity booking during certain periods for both internal and international points are proposed to remain unchanged:

  • 1.1 for internal and 1.45 for international – when booking capacity one day in advance;
  • 1.04 for internal and 1.2 for international – for a month;
  • 1.02 for internal and 1.1 for international – for a quarterly period.

The current tariffs for short-haul gas transportation will remain unchanged until March 31, 2025.

Background. Earlier, Mind reported that Ukraine would not extend the transit of Russian gas after 2025. Kyiv confirms plans to cease cooperation with Russia in the gas sector after the contract expires while remaining open to discussing gas transit from other sources.
