The council approved a law on veteran entrepreneurship: what’s being proposed.

The Verkhovna Rada has adopted the draft law "On Veteran Entrepreneurship" in its first reading. A total of 306 deputies voted in favor.

This was reported by MP Yaroslav Zheleznyak.

The draft law includes provisions for state support, particularly national and local programs that may provide loans, compensation, and assistance with energy efficiency. It also proposes preferential rates on fees for patents, trademarks, and more, as noted by the MP.

However, he emphasized that the details of this support still require additional "legislative clarifications."

The draft law contains general provisions and definitions regarding the subjects of veteran entrepreneurship and social entrepreneurship; outlines the procedure for a business entity to obtain and lose veteran status; establishes criteria for founding veteran enterprises and sets limitations for entrepreneurs who cannot be subjects of veteran entrepreneurship.

Additionally, the draft law introduces the registration of information about veteran entrepreneurship subjects in the Unified State Register of War Veterans, and establishes types and forms of state support for such enterprises.

Thus, the authors of the draft law determined that for the normal development of veteran entrepreneurship, the state should provide support to these entities through:

  • state loan programs;
  • partial compensation of interest rates on loans;
  • provision of guarantees for the fulfillment of obligations on loans and returnable financial assistance;
  • facilitation of the development of support infrastructure;
  • organization of training, retraining, and skills enhancement for personnel.

Furthermore, according to the deputies, it is necessary to simplify the permitting systems and procedures for state supervision (control), obtaining permits, and reduce the timeframes for such procedures for veteran entrepreneurs.

Moreover, the state guarantees the protection of the property and other interests of veteran entrepreneurs.

Background. Earlier, Mind reported that the Federation of Employers of Ukraine warned about corruption risks in the draft law on veteran entrepreneurship. The adoption of the project could lead to abuses regarding preferential access to grants, state orders, the gambling business, and the trade of excise goods.
