Ukraine will establish a Unified Information System for the social sector.

More than 30 registers and databases in the social sector will be consolidated into a Unified Information System.

The Verkhovna Rada has adopted the draft law on the Unified Information System for the Social Sphere in its first reading. A total of 252 deputies voted in favor.

As reported by MP Oleksiy Honcharenko.

He noted that the purpose of the law is to consolidate and reorganize the existing information resources in the social sphere.

“More than 30 registers and databases in the social sphere will be combined into a Unified Information System. This aims to simplify the process of receiving social assistance and will allow citizens to apply for social support from anywhere in Ukraine, either online or in person. This is expected to make it easier for internally displaced persons (IDPs) to access assistance,” emphasized the MP.

The system covers dozens of registers and databases in the social sphere and provides for information exchanges with other state registries, allowing data to be pulled automatically. This will enable individuals or families in need of social support to apply for it from anywhere in Ukraine, either online or in person, without having to gather various certificates for institutions, and their request will be processed as quickly as possible.

“The adoption of the law on the Unified Information System for the Social Sphere will optimize and accelerate the procedures for ordering and receiving social support, making all processes transparent, quick, and efficient for users, while preventing errors in providing assistance. Importantly, this is not only an effective tool for delivering services to citizens but also a strategic step towards digitization and the implementation of European standards for providing social support,” highlighted Oksana Zholnovich, the Minister of Social Policy of Ukraine.

According to her, outdated solutions posed risks to data confidentiality and security as specialists relied on obsolete resources.

Furthermore, a "paperless" regime will help avoid corruption risks and abuses at the local level.

It has been reported that the Unified Information System for the Social Sphere (UISSS) is currently being used in all regions, with the number of its users exceeding 15,000 social workers. Thanks to the system, payments for IDPs and applications for in-demand social assistance have been implemented on the "Diia" portal. A range of services for adoptive parents is available there, including initial consultations and candidate registration.

In addition, for the first time, the Register of Social Service Providers has been digitized and is now accessible in the form of a dashboard map of Ukraine.
