This decision is part of a broader strategy aimed at enhancing population control, which includes measures for identification and monitoring.
Under the new regulations, foreigners are allowed to register a maximum of ten SIM cards; however, they must provide biometric data and the IMEI numbers of their mobile devices. All individuals currently using SIM cards on the territory of the aggressor must confirm their identity with a Russian passport by July 1, 2025. Failure to comply with the SIM card limit will result in the suspension of services, and devices will be confiscated for the purpose of reviewing correspondence and social media activity.
Residents of these regions are urged to exercise caution and consider alternative means of communication to avoid potential repercussions in the event of noncompliance with the new rules.
