Kyiv announced that Ukraine endorses a "constructive dialogue" with the special envoy to Ukraine appointed by Trump.

Kellogg proposed a plan that entails halting military aid to Ukraine if the country does not agree to peace negotiations.

Kyiv maintains a "good dialogue" with retired U.S. General Keith Kellogg, who has been nominated as the special representative for Ukraine, stated Ukrainian Foreign Ministry spokesperson Georgiy Tikhiy on November 28.

"Keith Kellogg is not a new figure for Ukraine. The Ukrainian Embassy in the U.S. has maintained close ties with him, particularly in the framework of expert diplomacy over the past few years, and during this time has developed and sustained a good dialogue with him," Tikhiy told reporters in Kyiv.

U.S. President-elect Donald Trump proposed Kellogg for the position of special envoy for Ukraine on November 27, suggesting him as someone who could potentially lead negotiations to end the full-scale war with Russia.

"We welcome his appointment to this important mission," Tikhiy said.

"We look forward to working with him, to even more active engagement with him in his new role. We will collaborate and establish contact with him," the official added.

In June, Reuters reported that Kellogg and another Trump advisor, Frederick Fleitz, proposed a plan that included halting military assistance to Ukraine if it did not agree to peace negotiations with Russia.

It was reported that they also suggested freezing the front line at its current position and removing the issue of Ukraine's NATO membership. On the other hand, the U.S. would warn Moscow that any refusal to negotiate would lead to increased support for Ukraine from the U.S.

The 80-year-old Kellogg previously held high-ranking positions in the Trump administration from 2017 to 2021, including serving as the head of the National Security Council staff.
