The competition for the manager of the "Gulliver" shopping center: ARMA rejected the winner's bid due to violations.

Previously, journalists uncovered that LLC "BK Millennium" has ties to the former owner of the shopping center.

The National Agency for Detection, Search and Management of Assets (ARMA) has rejected the proposal from the auction winner for the management of the capital shopping center "Gulliver." LLC "BC Millennium" failed to rectify the violations in the tender documentation within the specified timeframe of 24 hours. 

ARMA Chair Oлена Дума reported this information. 

The authorized person and working group of ARMA have established: 

  1. Violations of anti-corruption legislation. The director of LLC "BC Millennium" was simultaneously holding a public office while conducting commercial activities on behalf of the company during the period for which supporting documents were submitted, without having any legal authority to do so. This constitutes a breach of the law "On Prevention of Corruption."
  2. Possible inaccuracies in educational documents. The education diploma provided by the company's director does not appear in any official registry, raising doubts about its authenticity. 
  3. The contracts submitted in the tender documentation have systemic violations regarding their confirmation process, as well as a lack of qualified personnel. 
  4. The financial activities of the company since the second half of 2022 require further verification due to concerns about its transparency.

ARMA will now review the documents of the participant who placed second in the auction. The consortium "Managing Company Esplanade" offered a 0.35% management fee for Gulliver. A final decision on the auction results will be made after all checks are completed.

Recall that on January 10, an auction was held on Prozorro for the selection of a manager for "Gulliver." The victory went to LLC "BC Millennium," whose proposal was the most economically advantageous, offering a management fee of 0.15%.

Journalists from hromadske discovered that the chosen manager has connections with the former owner of the shopping center, Viktor Polіshchuk. The founder of "Millennium," Volodymyr Mєchov, denied this information.

Following this, the National Agency initiated a verification of all auction participants for compliance with qualification requirements.
