International Aid to Ukraine in 2025: Expectations from the Government

The government intends to address the budget deficit for 2025 through external borrowing amounting to $36.9 billion. The European Union, the International Monetary Fund, and the United States will be the primary contributors, and Ukraine's economy is projected to grow by 4.3%.

In the context of war, Ukraine remains highly dependent on international financial assistance. It is expected that the budget deficit will be covered primarily through support from foreign partners, reports UNN.

The state budget for 2025 includes external state borrowings amounting to 1.658 trillion hryvnias (36.9 billion dollars at an exchange rate of 45 UAH/USD) and internal borrowings of 579 billion hryvnias. Meanwhile, the weighted average interest rate for internal debt instruments is approximately 16% per annum, while for external debt instruments it is around 5% per annum.

It is anticipated that the IMF will provide Ukraine with 2.7 billion dollars, the European Union will contribute 11.9 billion dollars, and the International Bank for Reconstruction and Development (i.e., the USA) will offer 3.1 billion dollars. Ukraine plans to attract 19.1 billion dollars from "other creditors."

According to forecasts by Vasily Furman, a member of the National Bank of Ukraine's council, Ukraine is expected to receive about 38 billion dollars in external international financial assistance in 2025. He also mentioned that, according to the NBU's forecasts, the growth of the Ukrainian economy in 2025 is projected to be 4.3%.

Furthermore, he stated that a decrease in inflation rates is anticipated in Ukraine. A similar figure for external financing at the level of 38 billion dollars was recently expressed by government leader Denis Shmygal.
