In 2024, the state budget received $41.7 billion in external financing. Of this amount, $12.6 billion consists of grant funds that are provided on a non-repayable basis. This represents 30% of the total volume.

According to the minister, these funds have enabled the coverage of priority social and humanitarian expenditures—pensions, salaries for employees, particularly in the education and healthcare sectors, social protection for the population, and humanitarian support.
The largest donors of budgetary support in 2024 are the European Union, the United States of America, the International Monetary Fund, Japan, the World Bank, Canada, and the United Kingdom. Additionally, this year Ukraine received budgetary support for the first time from the Republic of Korea and the Council of Europe Development Bank.
In 2024, the first tranche was drawn from future revenues of frozen Russian assets under the G7 ERA Mechanism, amounting to $50 billion. $1 billion was received from the United States through the World Bank's Second Growth Foundations Development Policy Loan program. "For the first time, Russia is effectively starting to pay for the damages inflicted on Ukraine," the Ministry of Finance noted. The department added that they are collaborating with partners to ensure monitoring of the targeted use of every dollar of financial assistance provided.
In total, since the beginning of the full-scale invasion, international partners have directed over $115 billion to Ukraine.
