Vice Prime Minister for Reconstruction and Minister for Community and Territorial Development of Ukraine, Oleksiy Kuleba, presented the new head of the State Enterprise "Administration of Sea Ports of Ukraine" (ASPU), Oleksandr Semyrha, on Tuesday, January 14. This was reported by the Ministry of Community and Territorial Development of Ukraine.
Among the main tasks for the new leader are ensuring the stable and effective operation of sea ports, developing infrastructure, and implementing modern management practices.
It was specifically emphasized that the ASPU must operate transparently. “Transparency and accountability are not just requirements but key principles that foster public trust and stability in the industry. We expect the new leadership to focus on openness, the introduction of modern management standards, and strengthening the team so that the Administration's work is clear to everyone,” Kuleba emphasized.
The Cabinet of Ministers approved the appointment of the new head of the State Enterprise "ASPU" by order No. 1332-r dated December 27, 2024. “To approve the candidacy of Semyrha Oleksandr Ihorovych for the position of head of the State Enterprise 'Administration of Sea Ports of Ukraine',” – the document states.
Before this appointment, Andriy Kashuba temporarily performed the duties of the head of the State Enterprise "ASPU". The Cabinet approved this appointment on December 3, 2024.
Kashuba replaced Yuriy Lytvyn, who had been serving as the acting head of the State Enterprise "ASPU" since May 2023.
Background. In early December, Deputy Minister for Community and Territorial Development, Timur Tkachenko, introduced Andriy Kashuba as the interim head of the enterprise to the ASPU team. Prior to this appointment, Kashuba held the position of Deputy Head of ASPU for International Affairs and previously served as the Director of the Marine Safety Department of ASPU.
