The Council has reinstated penalties for unscrupulous arms suppliers.

The law introduces amendments to the Budget Code.

The Verkhovna Rada has adopted the budget code amendment bill No. 12245, reinstating penalties for unscrupulous suppliers for delays in delivering weapons to the front. A total of 239 deputies voted in favor.

This was reported by Member of Parliament Yaroslav Zheleznyak.

He pointed out that now all expenditures, including the road fund, the radioactive waste management fund, the water management development fund, the decarbonization and energy efficiency transformation fund, the internal waterways fund, and many other grants, will fall under one "fund of funds," within which the government will allocate the money.

Meanwhile, the head of the Budget Committee, Roksolana Pidlasa, stated that the project is a "beacon for the IMF" and should have been adopted by the end of January. Thus, during its approval, the following amendments were taken into account:

  • penalties for unscrupulous suppliers for delays in weapon deliveries to the front have been reinstated;
  • the range of entities eligible for youth grants has been expanded;
  • the issue of repaying local budgets' debts from 2008-2009 to the state budget, which was present in the first reading, has been removed.

Furthermore, according to her, the bill introduces:

  • prioritization of most capital expenditures at the government level and concentration of financial resources on the most important projects, rather than spreading them across hundreds of objects with dozens of budgetary fund managers;
  • project selection will follow unified rules and criteria, rather than separate procedures for each fund or grant;
  • funding from the budget will only be allocated to projects that have undergone evaluations and are recognized as feasible and necessary for implementation (which seemingly removes personal political influence over fund distribution).
