The Main Intelligence Directorate (GUR) is aware of the plan developed by Russia for the division of Ukrainian territory into three parts. This plan is included in the forecast for the development of the military-political situation in the world until 2045.
This was reported by the Deputy Head of the GUR, Major General Vadym Skibitsky, in a comment to “Interfax-Ukraine.”
According to the intelligence representative, this division plan was prepared by the Russian Ministry of Defense and the General Staff of the Armed Forces of the Russian Federation back in December of last year. “The mentioned document serves as the basis for prospective defense planning for a certain period of time – at least 10 years. Specifically, this document was developed for the period of 2026-2035, with a perspective extending to 2045,” the Major General explained.
The contents relate to the further development of the situation at both global and regional levels and, correspondingly, the threats that Russia perceives as posed by the future security environment.
Skibitsky noted that some aspects of this document were mentioned by the Head of the GUR, Kyrylo Budanov, during his speech at the annual YES meeting, such as Russia's attempts to conclude the war by 2026. The intelligence agency added that a prolonged war would have a significant impact on all areas of life in Russia, including the economy, demographics, and image.
“As for the possible division of Ukraine, undoubtedly, the strategic goal of the Russian Federation remains the complete occupation of our state,” Skibitsky stated. He emphasized that to possess a strong economic, demographic, territorial, and military potential, Putin needs all of Ukraine.
“This scenario of further development, with a possible division of territory, is relevant even beyond 2035-2045. It will be pertinent in the near future, by 2026, or even earlier. You have heard Putin's statements regarding Ukrainian territories. He is already claiming that the Luhansk, Donetsk, Kherson, Zaporizhzhia regions, and Crimea supposedly belong to Russia according to their constitution,” the Major General noted. “And on that published map, it is already indicated that the Russians perceive the occupied Ukrainian territories as new territories of Russia,” he added.
The GUR confirmed that the document also outlines a division that envisions the approval of a pro-Russian government in Kyiv, or necessarily a “neutral” one, meaning without the country joining NATO.
When asked whether Russia might indeed attempt to pass this document through other countries to the US, Skibitsky replied that such a threat exists. According to him, at present, there is no information indicating that this document has been transferred anywhere, but this cannot be ruled out.
