Ukraine will enhance school security: the project has been approved in principle.

One of the key changes is the installation of security equipment in educational institutions.

The Verkhovna Rada has adopted in the first reading the draft law No. 11543 regarding safety in general secondary education institutions. A total of 235 deputies voted in favor.

This information was reported by MP Yaroslav Zheleznyak.

The draft law proposes the introduction of relevant changes:

The founder of the general secondary education institution must ensure safety and compliance with labor protection and fire safety requirements (currently, there are only requirements for labor protection, life safety, and fire safety).

The head of the general secondary education institution is required to promote preventive activities among students to prevent them from committing offenses.

New Article 41-1 of the Law of Ukraine "On Complete General Secondary Education":

In order to create a safe educational environment, the heads of general secondary education institutions are obliged to:

  • take measures to prevent and/or avoid or stop harm to participants in the educational process;
  • define rules for the presence of individuals on the territory and in the premises of the educational institution;
  • provide fencing of the institution's territory;
  • equip the institution with technical security means, including emergency police call systems.

Additionally, it is proposed:

  • to make compliance with the rules for the presence of individuals on the territory and in the premises of the educational institution mandatory;
  • to establish a list of prohibitions regarding presence on the territory and in the premises of the educational institution;
  • to impose restrictions on individuals who can be involved in the security of educational institutions.

Background. Earlier, Mind reported that every school will necessarily have a safety e-passport. Police officers and State Emergency Service employees will have access to it, which will contribute to the formation of a safer educational environment and address existing issues in educational institutions.
