In Ukraine, the government has temporarily restricted the payment of special pensions.

For individuals whose pension exceeds 23,610 UAH, limiting coefficients will be applied.

The Cabinet of Ministers has restricted the payment of special pensions exceeding 23,610 UAH – equivalent to 10 minimum living standards for individuals who have lost their ability to work – during the period of martial law in 2025, introducing corresponding reduction coefficients for amounts that surpass this threshold.

This is stated in the Cabinet's resolution.

According to the document, for pensions ranging from 10 to 11 minimum living standards for individuals who have lost their ability to work, the coefficient is set at 0.5; from 11 to 13 – 0.4; from 13 to 17 – 0.3; and from 17 to 21 – 0.2.

At the same time, for all payments exceeding 21 minimum living standards for individuals who have lost their ability to work, the coefficient is established at 0.1, meaning that amounts paid beyond 49,580 UAH will be reduced by a factor of 10.

It is stipulated that this restriction does not apply to the pensions of individuals who directly participated in the anti-terrorist operation (ATO) and facilitated its execution while being present in ATO zones, or who took part in activities necessary for the defense of Ukraine, protecting the safety of the population, and safeguarding state interests in connection with the military aggression of the Russian Federation against Ukraine, while being in these areas during the execution of the aforementioned activities. Additionally, it does not apply to pensions for loss of breadwinner, awarded to family members of deceased (killed, missing) individuals.
