In Ukraine, the regulations regarding deferments for students and educators have been updated.
The relevant changes to the Procedure for Calling Citizens were introduced by the Cabinet of Ministers on December 31, 2024, reports the Ministry of Defense.
Students from vocational, pre-higher, and higher educational institutions, as well as interns and doctoral candidates, will receive a deferment for the entire semester, but not exceeding six months (September-February and March-August).
Academic and pedagogical staff with a scientific degree, along with educators from various educational institutions, will be granted a deferment until the end of the academic year (if employed full-time, a duration of 12 months per year).
“The key innovation is that now students do not need to confirm their status every three months at the territorial recruitment and social support centers (TCSC and SSP). Previously, this was a legislative requirement during the legal regime of martial law and general mobilization,” explained the Ministry of Defense.
Information about students is stored in the Unified State Electronic Database of Education (USEDE). As long as a citizen is listed as pursuing education in the registry, they are guaranteed the right to a deferment.
Currently, students can apply for a deferment due to their studies through the Reserve+ application. The extension of the deferment occurs online, as USEDE continuously exchanges data with the Ministry of Defense registries. This means that students no longer need to contact TCSC and SSP every six months (previously every three months).
For students who lack the means or desire to use Reserve+, a separate procedure is in place. They need to obtain an extract from USEDE at their educational institution once every six months and contact the territorial recruitment and social support center to extend their deferment.
For educators, the conditions for obtaining a deferment remain unchanged. They must be employed at a rate of at least 0.75, which is confirmed by the educational plans for the academic year running from September 1 to August 31 (including vacations and leaves), unless otherwise stipulated by the regulations of the respective institution's educational process.
Currently, the Ministry of Defense is working on integrating the registries with the Ministry of Education for automatic information exchange and granting deferments to scientific, academic, and pedagogical staff. This will simplify the procedure and reduce paperwork bureaucracy.
The ministry emphasized that vacations and the end of the academic year do not constitute grounds for losing the right to a deferment. The changes to the resolution aim to simplify the process and lessen the burden on TCSC and SSP employees, who previously had to handle a massive amount of paperwork every three months.
“Information about possible loss of deferment for students and educators during vacations is hostile disinformation aimed at dividing society and destabilizing the state,” the ministry added.
