WEF 2025: DTEK is investing €450 million in the construction of the Tyligul Wind Power Plant.

This is the largest investment project since the onset of the war.

At the World Economic Forum 2025 in Davos, discussions focused on investments in Ukraine's renewable energy as a symbol of resilience and recovery amid the war. The Ukrainian government, in collaboration with international partners, presented new projects aimed at enhancing energy security, boosting the economy, and promoting decarbonization.

This was discussed at WEF 2025 in Davos.

Ukraine in the context of energy warfare: numbers and challenges

Ukraine's Minister of Economy, Yulia Svyrydenko, emphasized that since the start of the full-scale invasion, Russia has conducted over 1200 attacks on Ukraine's energy infrastructure, with more than 800 targeting substations, distribution networks, and power lines, 250 aimed at energy generation facilities, and over 30 attacks on gas infrastructure.

“The energy sector has been severely affected, but this project symbolizes our resilience. Despite the challenges of war, the construction of the first phase of the wind farm has been completed by Ukrainian specialists. The second phase will become the largest investment project of independent Ukraine in the energy sector,” Svyrydenko noted.

Investments in "green" energy: project details

Maxim Timchenko, CEO of DTEK, announced the construction of the second phase of the Tiligul Wind Farm:

  • Total investment amount: 450 million euros.
  • Capacity: 384 MW of wind turbines in the second phase, which combined with the first will provide 500 MW.
  • Financial partners: Danish export credit agency IFO and Vestas.
  • Launch timeline: by the end of 2025.

“Hundreds of thousands of homes in Ukraine will gain access to 'green' energy, marking a significant step towards energy independence,” Timchenko added.

The EU supports Ukraine on the energy front

Dan Jørgensen, EU Commissioner for Energy, reported that the EU and its member states have already provided Ukraine with over 2 billion euros in assistance to support energy security.

“We are financing the supply of transformers, mobile gas turbines, and infrastructure repairs through the Ukraine Energy Support Fund. In addition, we have reached an important milestone – the synchronization of the Ukrainian energy system with the continental European network,” Jørgensen emphasized.

Denmark: “We are helping right now”

Morten Bodskov, Denmark’s Minister, stated that the country continues to provide humanitarian, military, and energy assistance without waiting for the war to end.

“We must be with Ukraine right now. This is not just a matter of assistance but a shared responsibility for Europe’s energy future,” Bodskov noted.

“Green” recovery as a priority

Representatives from the EU and Ukraine stressed the importance of transitioning to renewable energy sources. The National Energy and Climate Plan of Ukraine, adopted in 2024, provides a clear roadmap for decarbonization.

“Security, integration, and decarbonization are three key priorities for the EU and Ukraine,” Jørgensen summarized.
