Repair of a damaged school: A deputy in Kharkiv region is suspected of negligence.

The Acting Head of the Kharkiv Regional Prosecutor's Office announced that a deputy is suspected of official negligence that led to severe consequences for state interests (part 2 of Article 367 of the Criminal Code of Ukraine).

According to "Dumka," this was reported by the press service of the Kharkiv Regional Prosecutor's Office.

As per the agency's data, the individual in question is a deputy of the Kharkiv Regional Council of the VIII convocation, who was appointed in 2020 as the first deputy chairman of one of the city councils in the Kharkiv region.

At the end of 2021, representing the interests of this city council, he entered into a contract with a limited liability company. The agreement pertained to the development of project and estimate documentation for the reconstruction of school buildings with the addition of a new block.

In March 2022, as a result of Russia's armed aggression, the educational institution was destroyed.

The parties agreed that the documents for the school's restoration would be provided by the LLC by December 31, 2022.

However, according to the conclusion of a judicial construction and technical examination, the developed project and estimate documentation lacked information about the organization of the construction site, technology, organization, sequence, methods, conditions, and timelines for these works, as well as architectural and construction solutions for restoring the destroyed structures of the building.

Furthermore, the documentation included a list of construction works for the school building, which was indicated as existing, even though it had been completely destroyed as a result of shelling.

The official "turned a blind eye," treated his responsibilities carelessly, and signed the documents provided by the LLC representative. Due to the official's negligence, the city council lost over 4.5 million hryvnias, which were transferred to the LLC account for incorrect documentation.

The procedural leadership in this criminal proceeding is carried out by the Kharkiv Regional Prosecutor's Office.

The pre-trial investigation is conducted by investigators of the Main Investigation Department of the National Police in the Kharkiv region, with operational support from the Security Service of Ukraine in the Kharkiv region.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
